What is the Job Placement, Employment and Training program?
The Job Placement, Employment and Training program is a pre-employment service that helps highly disadvantaged young people stabilise their situation and address their personal and social non-vocational barriers so they can re-engage with education or gain employment.
Responsibility for the Job Placement, Employment and Training program rests with the Australian Government Department of Education, Employment and Workplace Relations.
Why is this important?
Young people with multiple non-vocational barriers including mental illness sometimes require support to:
- take up or re-engage with education, study or vocational training;
- benefit from employment assistance;
- find and keep work or be ready to find and keep work; and
- participate more in the social life of the community.
The Job Placement, Employment and Training program provides this support by addressing non-vocational barriers in a holistic manner.
Who benefits?
The Job Placement, Employment and Training program helps disadvantaged and disconnected young people aged 15-21 years, particularly those who are homeless or at risk of homelessness overcome barriers such as:
- mental health issues;
- drug or alcohol abuse;
- sexual abuse or violence;
- domestic violence;
- behavioural problems;
- physical and intellectual disability;
- self harming behaviours;
- history of committing offences; and
- experiences of torture and trauma.
What will the Job Placement, Employment and Training program deliver?
Job Placement, Employment and Training program participants receive ongoing assistance to help address the barriers that impact on young people's capacity to participate in the workforce or the community. These services are professional, flexible, and sensitive to the participant's circumstances and background as well as tailored to the needs of both the participant and local services available in the community.
The Job Placement, Employment and Training program offers:
- counselling and personal support specific to young people;
- referral and advocacy;
- practical support;
- transitional support while moving into study, work, or employment assistance;
- outreach activities;
- regular contact and ongoing assessment; and
- assistance with an Intervention Plan that sets out how the Job Placement, Employment and Training program will help address the participant's needs.
How does it work?
The Job Placement, Employment and Training program is delivered by a network of private and community organisations that have been selected for their skills and experience. They have excellent knowledge and connection to the local community, as well as the capacity to work with other organisations that help with a range of personal difficulties affecting young people.
What funding is attached to this measure?
For 2008-09 the Australian Government has committed nearly $21 million to the Job Placement, Employment and Training program to fund approximately 14,000 places.
When did Job Placement, Employment and Training start?
The Job Placement, Employment and Training program commenced in 1993 as a pilot program for disadvantaged young people aged 15–19 years. The program received ongoing funding from 1996.
What's been done in the past?
In 2007-08, the Job Placement, Employment and Training program was funded for approximately 14,000 places.
